My dog barks uncontrolably when we swim in our pool, how do we get him to stop?

Gwen D asked:

He’s a pembroke welsh corgi, 2 years old. we have a huge inground pool that fenced in. he barks when we are in our garden, too. it’s fenced in also.
I forget to add that my Grama will never let him in the pool, ever. my mom will.

He feels left out maybe. Not allowing him into certain areas that you go into. Maybe he feels that he can’t protect you in those areas being that he is fenced out.
