I think the city would be able to give you a far more accurate answer than you could get here. Call the building department and they will be able to answer your question. Good luck.

yes there has to be a phone near by to call 911 in case of a emergency.if city county or state comes by to inspect the pool and a phone is not there you will be warned or fined for not having one close.i would get one as soon as possible

I could go on and on answering this, but the short version is this….The State sets guidelines for local “Board of Health” officials to go buy, In fact If you talk to a state official they will tell you to ask your local “Board of Health”. It all comes down to verb-age, … Is it Public with a “No Life Guard On Duty” sign? ..then you may not need a phone (besides,.. how would you control the usage? The Honor System?.. Is it a Condo with a private pool ..or a hotel with a Semi Private Pool?… Basically, it boils down to this..
If the pool is monitored (has a life guard) you need to have an emergency phone … If it is not monitored, who would you hold responsible for misuse of a phone?.. Understand,.. I’m all for pool safety and I think every pool in the world should have an Emergency Phone,.. but in the real world????not going to happen…Sorry……… CALL YOUR LOCAL “BOARD OF HEALTH” thats the only way to find out…Good Luck
