How can we open a public swimming pool or is it possible?

My husband and I want to open and operate a public swimming pool in our area. How can we do so or is this possible? Does it have to been opearted by the city in which we live? Who would I call to find out this information?

    Insurance e cost would be astronomical.

    talk to town hall - you’ll need a big liability insurance policy, and you’ll have to pay payroll taxes for lifeguards and other workers and local business tax probably, plus you’ll have to buy/build/lease a pool

    An attorney to open to speak to cover the angles youll need to speak to start.
